frist of all, changin an culture is very hard way. because culture is involving with mind or personality. so it isn't easy to change an different culture. culture should be protected.
second, changing an culture, on the other hand, may need to do. because cirumcize woman isn't good to live their life. And also vulue of woman is going down. it should improve standard of living.

I am agree with what you said that changing a culture is not easy. The culture is what represent a group of people. And it also involves other things that are important to these group of people. However, what men do to women and teenagers is not good like you said. So maybe they should just change some points of their culture.
